Noelle gained experience working alongside permit reviewers and engineers, reviewing building plans, zoning permit applications to maximize efficiencies. Utilizing her multidisciplinary expertise and knowledge from her time working in the Office of Economic Development, she advises clients on federal, state, and local permitting policies and procedures.

Noelle also worked in the Mayor’s Office of Economic Development, utilizing her multidisciplinary expertise in working with the City’s Transit Oriented Development planning and producing the application of Honolulu’s winning U.S. Conference of Mayor’s City Liability Award in 2016.
