Jeff Overton is a principal planner who oversees G70’s work on master plans, environmental impact studies, and land use entitlements for private developments and government projects. Jeff specializes in securing land use permitting approvals for a wide range of projects, many of which face challenging environmental and community issues.

With over 33 years of professional experience, Jeff has completed environmental impact statements (EIS) and master plans for more than 150 projects, including residential communities, resort complexes, commercial centers, school campuses, agricultural developments, parks and recreational facilities, harbors and coastal structures, scientific installations, utility-scale solar farms, infrastructure (highways, wastewater, electrical transmission), biofuel refineries, and transit-oriented developments.

Jeff has led several award-winning projects (American Planning Association), including the Mauna Kea Science Reserve Master Plan, Kamakana Villages at Keahuolu, Waialua Town Master Plan, Kamehameha Schools North Shore Lands Master Plan (National APA Award), Hanauma Bay Nature Preserve, and Haleiwa Store Lots. Other significant projects include Hilton Hawaiian Village, Ho‘opili Community, West Hawaii Judiciary Complex, Makaiwa Hills, Kapolei West, Kapolei Harborside, and Kalaeloa Barbers Point Harbor.

Jeff received his Bachelor of Science in Zoology from Duke University and a Master of Environmental Science from the State University of New York at Stony Brook. He is certified by the American Institute of Certified Planners (AICP) and is a Leadership in Energy and Environmental Design (LEED) Accredited Professional. He is also a member of the Urban Land Institute and the Oahu Economic Development Board.

Jeff moved to Hawaii in 1988 and is married with two grown children. In his free time, he enjoys surfing, swimming, hiking, travel, wine, and real estate projects.
